Open Brief: "Geen samenwerking met de Israëlische politie"
Open brief aan de rector van de KULeuven, 21 september 2016.
Israëlische instellingen en bedrijven genieten een geprivilegieerde toegang tot Horizon 2020, het lopende EU programma voor onderzoek en innovatie. Eén van deze projecten is “LAW-TRAIN”, dat wordt gecoördineerd door de Bar Ilan University en met het Israëlische Ministerie van Publieke Veiligheid, met de Nationale Politie, als partner. Aan Belgische zijde participeren de Belgische Federale Overheidsdienst Justitie en, als enige Europese universiteit, de Katholieke Universiteit Leuven. Het project wil ondervragingstechnieken bij grensoverschrijdenden misdrijven stroomlijnen; voor training van de ondervragers wordt gewerkt met virtuele omgevingen op basis van gaming technologie.
De Israëlische politie, de veiligheidsdiensten en het gevangeniswezen werden reeds vele malen aangeklaagd door internationale instellingen als de VN en de Europese Unie, en door mensenrechtenorganisaties als Amnesty International en Human Rights Watch. Worden telkens zwaar op de korrel genomen: hun racistisch en brutaal optreden, het systematisch gebruik van mishandeling, geweld, foltering en andere grove schendingen van de mensenrechten. Het hoofdkwartier van de Nationale Politie is bovendien gevestigd in illegaal bezet Oost-Jerusalem; de samenwerking ermee is in strijd met het internationaal recht. Samenwerking met het Israëlisch Ministerie voor Openbare Veiligheid en haar ordehandhavingsdiensten is daarom ethisch, zo al niet juridisch, onaanvaardbaar.
De Bar Ilan University leidt het project. Zoals andere Israëlische universiteiten steunt ook zij op actieve wijze de bezetting en kolonisering van Palestina. Zij draagt met name bij tot de academische opleiding van de gevreesde veiligheidsdienst, de Shin Bet of Shabak via een speciaal opleidingsprogramma voor veiligheidsagenten in actieve dienst. De Shin Bet is berucht en gevreesd voor haar folterpraktijken, chantage en andere schendingen van de mensenrechten tijdens ondervragingen.
Gericht op directe samenwerking met het Israëlische veiligheidsapparaat, helpt “LAW-TRAIN” de onderdrukking van het Palestijnse volk legitimeren én faciliteren. De KU Leuven heeft binnen het project als taak het rapport over het “legale kader” voor te bereiden. Daarmee maakt zij zich objectief medeplichtig aan een beleid dat aan de Palestijnen hun meest fundamentele mensenrechten ontzegt. De Israëlische staat pleegt ondermeer inbreuk op het recht op fysieke integriteit, op eigendom, op huisvesting, op onderwijs, op een adequate levensstandaard, op bewegingsvrijheid, op vrije beschikking over natuurlijke hulpbronnen, op gelijkheid en op zelfbeschikking.
In 2011 richtte de Palestijnse samenleving, samen met academische associaties en studenten, een oproep aan de Europese academische wereld om niet langer deel te nemen aan dit soort van gezamenlijke projecten. Institutionele samenwerking verleent immers de intellectuele, financiële en politieke steun die het Israël mogelijk maakt straffeloos het internationaal recht en de mensenrechten te blijven schenden. Wetenschap, net zoals kunst, wordt nooit in een luchtbel bedreven maar binnen een maatschappelijke, en dus ook politieke en morele context.
Wij handelen vanuit een diepe bezorgdheid om het lot van het Palestijnse volk, waaronder ook de Palestijnse academici en hun studenten. Hun recht op onderwijs en academische vrijheid wordt constant door de bezetter geschonden. Ze ondervinden de grootste moeite om te werken en te studeren en een normaal leven te leiden zonder angst voor repressie, aanvallen op hun campus of zelfs voor hun leven. Een bijzonder aandachtspunt vormt voor ons de onrustwekkende stijging van het aantal arrestaties van en gevangenisstraffen voor kinderen (soms amper 12 jaar oud). Zonder recht op juridische bijstand voor of tijdens ondervragingen, staan zij in de gevangenis bloot aan intimidatie, bedreigingen en verbaal, psychisch, fysiek en seksueel geweld. Het Internationale Verdrag inzake de Rechten van het Kind wordt door Israël keer op keer met de voeten getreden.
De Portugese overheid heeft vorige maand beslist zich volledig terug te trekken uit het “LAW-TRAIN”-project. Wij durven erop aandringen dat onze Alma Mater dat voorbeeld zou volgen. Wij laten ons hierbij inspireren door de kernwaarden van het internationaliseringbeleid dat de KU Leuven uitdraagt. Dat beleid, zo heet het officieel, beoogt
‘dienstbaarheid door ons engagement voor de vrije en waardenbewuste universiteit en de academische vrijheid wereldwijd; dienstbaarheid door ons engagement voor de zwaksten, in de vorm van universitaire ontwikkelingssamenwerking en een sociaal bewust uitwisselingsbeleid.’
De Palestijnse collega’s genieten géén academische vrijheid. Zij zijn overgeleverd aan de willekeur van een genadeloze bezetter. Zij verdienen onze volle solidariteit en steun, vanuit het besef dat de waarden van democratie, vrijheid en rechtvaardigheid slechts kunnen overleven indien wij bereid zijn ze effectief te verdedigen.
