KULeuven betrokken in project met Israëlische politie. Open brief aan rector Torfs

Geachte Heer rector,
tot onze grote verbazing vernemen wij dat de KULeuven als participant betrokken is bij ‘Law Train’. Het betreft hier een onderzoeksproject in het kader van het Europese Horizon 2020 programma voor onderzoek en innovatie. Het project wordt gecoördineerd door de Israëlische Bar Ilan Universiteit en tot de partners ervan, naast een aantal Europese ministeries van justitie (zoals het onze), behoort ook het Israëlische “Ministry of Public Security / Israel National Police Team”.
Het project beoogt onder meer de stroomlijning van ondervragingstechnieken door de politie. Al jaar en dag staan, behalve het leger, ook de Israëlische politiediensten (de zgn. grenspolitie en de veiligheidsdienst Shin Bet) vooraan in het onder de knoet houden van de Palestijnse bevolking. Behalve met wapengeweld (w.o. standrechtelijke executies), gebeurt dat ook met kidnappingen, al dan niet in nachtelijke raids, en opsluitingen.
Alleen al in de maand april werden 567 Palestijnen gevangen genomen (sedert oktober bedraagt het aantal 5.334); 123 ervan waren kinderen (de jongste amper 12 jaar oud). Rapporten, onder meer van het VN Comité Tegen Foltering, klagen het gebruik aan tijdens ondervragingen van psychologische foltering, mishandeling, bedreigingen, enz. Door de gevangenisdienst wordt een speciale eenheid ingezet voor collectieve straffen.
Daarenboven worden ook kinderen systematisch opgepakt, mishandeld en opgesloten (al dan niet in isoleercellen). Dat gebeurt niet alleen om een generatie van verzet te breken maar ook en vooral om hun families te treffen.
Deze problematiek van de foltering van kinderen door de politie en de kindergevangenissen wordt door tal van mensenrechtenorganisaties (zoals Human Rights Watch, UNICEF) aangeklaagd. Zij is, hoeft het gezegd, in strijd met het Internationale Kinderrechtenverdrag (door Israël mee ondertekend in 1991). Het maakt de deelname van onze universiteit aan bovenvermeld project nog schrijnender. Over de gevolgen van die arrestaties van kinderen geeft nu dinsdag 24 mei Prof. Peter Adriaenssens een lezing te Leuven. We nodigen u uit, beste Heer rector, om naar zijn aangrijpend betoog te komen luisteren. Het zal u zwaar vallen.
Door aan een dergelijk project mee te werken, riskeert de KU Leuven niet alleen dat ze medeplichtig wordt aan schendingen van het internationaal recht en de mensenrechten. Het draagt er ook toe bij dat dergelijke praktijken zich ook in Europa zouden verspreiden, en het legitimeert de Israëlische politie als een respectabele legale instantie en daarmee ook de staat Israël als een rechtsstaat. Dat alles is voor ons volstrekt immoreel en daarom onaanvaardbaar. Het feit dat de coördinator van het project een universiteit is, kan onmogelijk als schaamlap worden gebruikt: de Israëlische academia vormt één van de belangrijke steunpilaren van Israëls politiek van bezetting en apartheid.
In naam van de 658 Belgische ondertekenaars van de oproep voor academische en culturele boycot van Israël (BACBI), waaronder vele tientallen professoren en onderzoekers van de KULeuven, vragen wij dat de universiteit zich onmiddellijk terugtrekt uit dit onderzoek.
Zoals ook bleek uit de parlementaire vraag van Tine Soens aan de Minister van Onderwijs over de betrokkenheid van de UGENT bij onderzoek met Israëlische universiteiten en de wapenindustrie en het antwoord van Hilde Crevits, is het hoog tijd dat de Belgische universiteiten hun verantwoordelijk- heid opnemen en er voor zorgen dat ‘onderzoeksethiek’ geen holle frase blijft, die alleen voor windowdressing dient.
