"I believe a crucial shift in Palestinian understanding about how to progress toward their goals has been taking place during recent years, and is being implemented in a variety of venues around the world. It is a shift in the direction toward greater reliance on a "Legitimacy War" being waged by the Palestinian people to secure their fundamental rights. The essence of this war, waged at many global sites of struggle, is to gain control over the discourse relating to international law, international morality, and human rights as it relates to the Israel-Palestine conflict. The discourse is also embedded in a revised tactical agenda that emphasizes two main elements: reliance on nonviolent initiatives of a militant character; and the social mobilization of a global solidarity movement committed to achieving self-determination for the Palestinian people."

The BDS (Boycott, Divestment, Sanctions) international campaign, today, is the most effective, concerted and morally coherent form of solidarity with the Palestinian people. An equivalent pacifist and democratic alternative is not available: the much-vaunted "dialogue" and "commitment" have yielded nothing and did not have a positive impact on the ground. To persist, though, in pursuing a strategy that has long since proved bankrupt, sums up Einstein's idea of ​​madness: to persist in doing the same thing and expect different results. The international boycott campaign is a rights campaign: it aims at making the State of Israel respect international law and the internationally recognized human rights of the Palestinians. Its objective is neither the destruction nor the bankruptcy of the Israeli state. It is not directed against individuals but against Israel's apartheid and settler colonialist policies that have been sustained for more than 70 years, as well as against the institutions supporting and perpetuating them. The boycott is not an end in itself but only a means and a tactic: it will have an end as soon as the Palestinian people obtains its legitimate rights.

Today, BDS and solidarity with Palestine are welcomed on all continents and in most of the EU countries. Ironically, its growing success is confirmed by the massive counter-offensive by the Israeli government (it even has its own minister) and its unconditional supporters in the rest of the world (especially in the United States, where the anti-BBDS campaign is heavily funded by billionaires).

Like BDS, the academic and cultural boycott campaign too was launched by Palestinian academics, students and civil society (already in 2004). Guided by PACBI, it gets a hearing on more and more campuses all over the world. The academic campaign, in particular, is directed at Israeli academic and research institutions because of their profound collusion with the Israeli apartheid regime and their close ties with the Israeli armament and security companies using the Occupied Territories, nowadays especially the Gaza Strip, as their laboratory where new high-tech military weapons and surveillance systems can be tested (and sold as being "battle-tested"). Here as well boycott is not an end but a tool. It is a temporary tactic aimed at putting an end to Israel's policies of discrimination and persecution, especially in the fields of education and research. At the same time we pledge our solidarity with and support for our embattled Palestinian colleagues and students. Thanks to their much-praised “sumud” or resilience, Palestinians wherever they live, persist to stand up as a society, in spite of all the evil being done to them. They are counting though on our support. Let us stand with them.

As yet (19 April 2019), BACBI‘s "academic" call has been endorsed by 488 intellectuals and academics from all Belgian universities. Our Statement of Principles emphasizes that the boycott is directed at Israel’s academic institutions, not at individuals. Collaboration, that is, with Israeli scholars or researches is nót targeted, unless a project, conference or event is explicitly sponsored by an institution or by the Israeli State and/or contributes in one way or another to whitewashing Israel's oppression policies against the Palestinian people. The fact that every academic or researcher of necessity belongs to and is remunerated by an institution, is of no consequence, here. Not included under the boycott either is one's participation in scientific networks having Israeli researchers among them. Once again, boycott is nót an objective in itself. It is only a means or tactic in order to put an end to conditions of oppression and injustice, for the benefit of enforcing international law and human rights.

  • Communiqué de presse du 9 mai 2017: "Plusieurs centaines d’universitaires et artistes belges s’opposent au partenariat belge avec la police israélienne."
    Le Service public fédéral de la Justice, dans la personne du Procureur Fédéral, participe au projet européen « Law-Train ». (programme « Horizon 2020 »). Le projet vise au développement de méthodes d'interrogatoire au bénéfice de la lutte contre la criminalité internationale liée à la drogue . Il est coordonné par l’université israélienne Bar-Ilan.

    Plus de 480 professeurs et chercheurs appartenant à toutes les universités belges et 190 d’artistes et travailleurs culturels viennent de lancer un appel au Procureur Fédéral, Monsieur Frédéric Van Leeuw, et les ministres Koen Geens et Didier Reynders. Ils insistent pour que la Belgique se retire du projet « Law-Train » en raison de la participation au projet du ministère israélien de la Sécurité publique et, plus particulièrement, de la Police nationale. En raison de leur répression sans pitié de la population palestinienne, les agences de ce ministère ont été maintes fois dénoncé par des organismes des Nations Unies et par dizaines organisations de droits de l'homme.

    Dans la routine au quotidien d'arrestation, de détention et d'interrogatoire d’ hommes, femmes et enfants palestiniens, ces agences, en association avec l’armée, se rendent coupables de racisme, de violence excessive, d'abus et de la torture, de terreur, de punitions collectives et d’ exécutions sommaires, de démolitions de villages et maisons bédouins, etc. La présence par conséquent, du ministère israélien dans un projet européen contribue à légitimer et normaliser des pratiques qui constituent des crimes internationaux.

    Tout comme c’est le cas pour la KU Leuven, la collaboration du ministère belge de la Justice avec la police israélienne nous rend complice de fait des violations systématiques du droit international et des droits de l’homme au détriment de la population indigène de la Palestine. La Belgique doit suivre l'exemple du Portugal et se retirer du projet. Il s’agit de le crédibilité morale de notre pays.

    De FOD Justitie in de persoon van de Federale Procureur is een partner in het Europese onderzoeksproject, “Law-Train”. Het project beoogt de ontwikkeling van ondervragingstechnieken en wordt gecoördineerd door de Israëlische Bar-Ilan Universiteit.

    Ruim 480 professoren en onderzoekers van alle Belgische universiteiten en 190 kunstenaars en cultuurwerkers hebben een oproep gericht aan de Federale Procureur en de ministers Koen Geens en Didier Reynders. Zij dringen erop aan dat ons land zich zou terugtrekken uit het project wegens de deelname van het Israëlische Ministerie van Openbare Veiligheid en meer in het bijzonder de Israëlische Nationale Politie.

    Wegens hun gewelddadig optreden tegen de Palestijnse bevolking werden de diensten van dat ministerie al herhaaldelijk aangeklaagd door VN-instanties en tientallen, ook internationale, mensenrechtenorganisaties. Alleen al bij de dagelijkse politieroutine van arrestatie, opsluiting en ondervraging van Palestijnse mannen, vrouwen en kinderen, maken zij zich samen met het leger schuldig aan racisme, excessief geweld, mishandeling en foltering, terreur, collectieve straffen, buitengerechtelijke executies, etc.

    De aanwezigheid daarom van het Israëlische ministerie in een Europees project helpt praktijken legitimeren en normaliseren die gelijkstaan met internationale misdrijven. Net zoals ook het geval is voor de KU Leuven, maakt de samenwerking met de Israëlische politie de Belgische FOD Justitie en België als zodanig medeplichtig aan systematische schendingen van het internationaal recht en de mensenrechten. Ons land moet daarom het voorbeeld volgen van Portugal en zich terugtrekken uit het project.

  • Communiqué de presse, 19 mai 2015: Appel pour un boycott des institutions académiques en Israël.
    Une campagne de solidarité avec le peuple palestinien en général et avec les professeurs et étudiants en particulier, vient d’être lancée dans les milieux académiques belges : le Belgian Academic and Cultural Boycott of Israël, BACBI. Plus de 250 académiques, appartenant à toutes les universités et plusieurs écoles supérieures des deux parties du pays ont signé la déclaration de principe du boycott. Ce faisant ils ont répondu à l’appel de la société civile palestinienne pour une campagne internationale contre la politique d’occupation de l’Etat d’Israël. Le 15 mai est pour les palestiniens le jour de commémoration annuelle de la Nakba, où des expulsions, des destructions massives et des massacres ont eu lieu en Palestine en 1948 avant la création de l’État d’Israël. C’est la période choisie pour publier la première liste de signataires de cet appel.

    Avec les dernières élections israéliennes et la formation d’un gouvernement d’extrême droite, les chances d’une paix juste avec les Palestiniens venant de mouvements internes à Israël sont réduites pratiquement à zéro. Les déclarations de Benjamin Netanyahou et son nouveau gouvernement sont très explicites à ce sujet. Plus que jamais, il faudra que l’Etat d’Israël soit mis sous pressions venant de l’extérieur. Un boycott international représente un moyen non-violent et judicieux. Comme ce fut le cas avec le régime d’apartheid en Afrique du Sud, un boycott peut avoir un impact sérieux. Il a pour but de mettre fin aux violations israéliennes continues du droit international et des droits de l’homme.

    Les signataires se déclarent prêts à boycotter les institutions israéliennes. Ils s’abstiendront de participer à toute forme de collaboration institutionnelle et ils invitent leurs collègues belges à faire de même. Ils considèrent en effet que ces institutions se font complices de la politique d’apartheid et d’occupation envers les Palestiniens, par leur silence mais surtout par leur collaboration active avec l’armée et l’industrie d’armement. Conformément à l’appel des collègues palestiniens (PACBI), le boycott ne vise donc pas individuellement les académiques, professeurs et chercheurs, israéliens. Tout au contraire, une collaboration et un dialogue constructifs avec eux sont encouragés. Ils insistent avec force qu’ils condamnent inconditionnellement toute forme de racisme et d’antisémitisme. Ils rejettent l’amalgame qui est fait sans cesse entre l’antisémitisme et la critique envers la politique de l’État d’Israël.

    Le BACBI s’associe à la campagne internationale de Boycott, Désinvestissement et Sanctions (BDS), qui prône entre autres le désinvestissement en Israël des sociétés multinationales. De plus, le BACBI demandera que les instances belges et européennes condamnent la politique israélienne d’occupation de manière ferme et efficace. Il faut que soit mis fin au traité européen d’association avec Israël et au traitement préférentiel régissant de nombreux domaines. Il est grand temps à dire halte de manière non-violente à la politique violente d’apartheid, au Mur, aux checkpoints, au déracinement des oliviers, aux emprisonnement et punitions collectives de la population, aux expulsions, aux démolitions et aux confiscations de terres toujours mises en œuvre par la colonisation de la Cisjordanie et à Jérusalem Est, à la répression impitoyable, à l’incarcération d’enfants, au blocus et aux attaques périodiques meurtrières contre Gaza, en un mot : il faut mettre fin à la politique israélienne qui s’est développée impunément aux dépends des palestiniens depuis déjà 67 ans.

    Les premiers signataires de cet appel invitent leurs collègues à les rejoindre.

  • Persbericht 15 mei, 2015: Academici roepen op tot boycot van Israël
    In Belgische academische kringen is een campagne opgestart van solidariteit met de Palestijnse bevolking: de Belgian Academic and Cultural Boycot of Israel, kortweg BACBI. Reeds meer dan 230 professoren en onderzoekers van alle universiteiten en allerlei hogescholen uit beide landsdelen ondertekenden de beginselverklaring. Zij beantwoordden zo de oproep van het Palestijnse middenveld voor een brede internationale actie tegen de bezettingspolitiek van Israël. “Nakba Dag”, de jaarlijkse herdenking op 15 mei van de etnische zuivering van Palestina in 1948 die aan de stichting van de staat Israël voorafging, vormt een goede aanleiding om de eerste lijst van ondertekenaars openbaar te maken.

    Na de jongste verkiezingen en de vorming van een uiterst-rechtse coalitieregering is er geen enkele kans dat Israël van binnenuit werk maakt van een rechtvaardige vrede met de Palestijnen. Premier Netanyahu was daaromtrent heel expliciet. Israël moet dus van buitenaf onder druk worden gezet. Een internationale boycot is daartoe het aangewezen, geweldloze middel. Zoals eertijds bij het apartheidsregime in Zuid-Afrika, kan een boycot een groot impact hebben. Het doel is een einde te maken aan Israëls voortdurende schendingen van het internationaal recht en de mensenrechten.

    Wij verklaren ons bereid de Israëlische academische instellingen te boycotten: wij zullen ons onthouden van deelname aan elke vorm van institutionele samenwerking en roepen onze Belgische collega’s en hun instellingen op zich hierbij aan te sluiten. De Israëlische universiteiten zijn medeplichtig aan de bezetting en apartheidspolitiek, hetzij door hun stilzwijgen, hetzij door hun actieve medewerking met het leger, de veiligheidsdiensten en de wapenindustrie.

    Overeenkomstig de oproep van onze Palestijnse collega’s (PACBI), is de Belgische academische boycot niét gericht tegen individuele professoren of onderzoekers. Een constructieve dialoog wordt integendeel aangemoedigd. Wij benadrukken met klem dat we elke vorm van racisme en antisemitisme onvoorwaardelijk veroordelen. Wij verwerpen het amalgaam dat steeds weer gemaakt wordt tussen antisemitisme en kritiek op de Staat Israël.

    BACBI sluit zich aan bij de internationale BDS-campagne (Boycot, Divestment, Sanctions) die onder meer ijvert voor de desinvestering uit Israël van multinationale ondernemingen. Verder wil BACBI de binnenlandse en Europese instanties vragen de Israëlische bezettingspolitiek krachtig en effectief te veroordelen. Er moet een einde gemaakt worden aan het Europese associatieverdrag met Israël en de voorkeursbehandeling op allerlei vlakken.

    Het is tijd om de gewelddadige apartheidspolitiek, de muur, de checkpoints, de opsluiting en collectieve bestraffing van de bevolking, de nog steeds aan de gang zijnde etnische zuivering van Palestina door kolonisering van de Westelijke Jordaan-oever, de sloop van huizen, de vernietiging van olijfgaarden, akkerland en waterputten, en de nietsontziende repressie, de opsluiting van kinderen, de periodieke moorddadige aanvallen op Gaza, in één woord: de hele politiek van Israël, dat al 67 jaar straffeloos zijn gang gaat, op een geweldloze manier een halt toe te roepen.
